MOFA Apostille Through TCS in Pakistan

MOFA Apostille Through TCS in Pakistan: Fees, Documents and Process (2026)

Yes, you can get a MOFA apostille through TCS without visiting the Ministry of Foreign Affairs yourself. TCS is one of five courier companies that the Ministry of Foreign Affairs (MOFA) has authorised to collect documents for apostille. You hand over the original documents at a TCS Express Centre and pay the government apostille fee plus TCS’s own service charge. TCS submits the document to MOFA and brings it back to you with the apostille certificate attached.

The government fee is Rs 3,000 per document for personal, educational and experience documents. TCS adds its own charge on top of that. Not every document can go by courier. Power of Attorney, affidavits, divorce certificates and commercial documents need the applicant at a MOFA counter in person. Whatever you send must already carry the verification its issuing body requires, such as IBCC for Matric and Intermediate certificates.

The rest of this guide covers which documents qualify, what to get done before you reach the TCS counter, the full cost, how to track the envelope, and how to check that the apostille you receive is genuine.

What a MOFA apostille is, and whether you need one

An apostille is a single certificate, attached to a Pakistani public document by MOFA, that every member country of the 1961 Hague Apostille Convention has agreed to accept. It replaces the older chain where a document was attested by MOFA and then separately legalised by the destination country’s embassy.

Pakistan deposited its accession on 8 July 2022, and the Convention entered into force for Pakistan on 9 March 2023. MOFA began issuing apostille certificates in May 2024. It opened the courier route, along with the current fee structure, on 8 July 2024. MOFA’s apostille portal says the service covers 112 countries.

Whether you need an apostille depends on the destination country, not the document:

  • The destination is a Convention member (for example Germany, Italy, the UK or Australia): you need the apostille, and in most cases no embassy legalisation after it.
  • The destination is not a member (the UAE is a common example): an apostille will not help. You need ordinary MOFA attestation followed by that country’s embassy. Ordinary attestation is a different MOFA service with different rules.

Check the destination on the HCCH status table before paying for anything. Also check with whoever asked for the document, because an employer, university or visa office may have its own preference.

Which documents TCS can take for apostille

MOFA’s May 2026 SOPs say courier companies can handle documents for attestation except Power of Attorney, divorce certificates, commercial documents and affidavits. For those four, physical presence is mandatory. In practice, the TCS route is for personal, educational and experience documents.

Usually fine through TCS Must be submitted in person at MOFA
Matric and Intermediate certificates, degrees and transcripts Power of Attorney
Birth certificates, Nikah Nama and Marriage Registration Certificates Affidavits
Death certificates, unmarried certificates Divorce certificates
Experience certificates, police character certificates Commercial and business documents

MOFA only attests documents in Urdu or English. A translation needs English in one column on the same page, alongside the other language.

Before the TCS counter: get the first verification done

This is the step most people miss, and it is the most common reason a document comes back without an apostille. MOFA verifies the signature of the authority that issued or verified your document. If that verification is missing, there is nothing for MOFA to check, and the document is returned.

The table below summarises the main prior requirements from MOFA’s SOPs for Attestation of Documents (May 2026).

Document What it needs first
Matric / Intermediate (BISE) IBCC countersignature
University degree or transcript HEC attestation
Technical and vocational certificates Local technical board and NAVTTC
Nikah Nama Original signed by the Nikah Registrar, with the MRC and the bride’s CNIC showing the husband’s name (or FRC/CRC from NADRA)
Birth certificate Signed by the Union Council Secretary, or by the MS/DMS if issued by a hospital
Death certificate (Pakistani national) NADRA ID card cancellation certificate
Unmarried certificate Issued on Union Council letterhead and signed by the Secretary (plain paper is refused)
Police character certificate Issued by the District Police Officer (DPO)
Experience certificate Organisation letterhead with the HR head’s named seal, plus the sector body where one applies (PEC for engineers, PTDC for chefs and beauticians, CAA for aviation staff)

A note on degrees. HEC moved to a paperless system in May 2026 and now issues an e-Attestation Certificate in place of a stamp on the original. Our guide to HEC degree attestation in 2026 covers the change. MOFA’s published SOPs had not been updated to say how a degree with an HEC e-Attestation Certificate should be submitted for apostille. Before booking, ask TCS or MOFA whether a printout of the certificate should go in with the degree.

How to get a MOFA apostille through TCS, step by step

  1. Confirm the destination accepts an apostille. Use the HCCH status table and the requirements of whoever asked for the document.
  2. Complete the prior verification for every document from the table above. Then check that the name and CNIC details match across all your documents.
  3. Find a TCS centre that books MOFA documents. Not every Express Centre handles government document services, so call TCS on 021-111-123-456 first. Ask which branch near you accepts MOFA apostille bookings and what the charge is. The TCS Express Centre finder helps you locate branches.
  4. Take the originals, a photocopy of each document and a copy of your CNIC. MOFA’s general instructions ask for a photocopy for the Ministry’s record. If you are submitting for a family member, ask TCS what authorisation it needs.
  5. Pay the MOFA fee and the TCS service charge. When MOFA launched the courier feature in August 2024, its announcement said applicants deposit the fee through HBL online at the courier centre. Ask the counter how payment works at your branch, and keep every receipt.
  6. Keep the consignment receipt. It carries the CN (consignment number) you will use to track the envelope.
  7. Collect or receive the documents, then verify the apostille online (see below) before you send anything abroad.

The online registration rule from July 2026

MOFA posted a notice that, from Monday 27 July 2026, apostille requests are not entertained without prior online registration at apostille.mofa.gov.pk. That means creating an account, uploading both sides of your CNIC and the documents, then paying the emailed challan. The notice is written for people visiting MOFA and its liaison offices. It does not say clearly whether courier submissions now need the same online application first.

Ask TCS this directly when you call. If an online application is needed, complete it before you book, so the envelope is not held up at MOFA. MOFA’s consular help desk on WhatsApp (+92 307 1339682) can also confirm.

The apostille portal itself was suspended on 5 March 2026 as a cybersecurity precaution. The later July notice suggests it has been restored. If the portal does not load, the help desk is the place to check its status.

Cost of a MOFA apostille through TCS

The total has two parts: the government fee, which is fixed, and the courier’s charge, which is not.

MOFA apostille fee

Document type Fee per document
Personal document Rs 3,000
Educational document Rs 3,000
Experience certificate Rs 3,000
Legal document Rs 4,500
Commercial document Rs 12,000

These rates have applied since 8 July 2024, according to MOFA’s consular services page and its apostille portal. The fee is charged per document, not per application. A degree and its transcript count as two.

If you see much lower figures elsewhere, they are out of date. The HCCH’s entry for Pakistan still lists older prices of Rs 500, Rs 700 and Rs 3,000, which were replaced in July 2024.

TCS service charge

MOFA says each authorised courier charges its own service fee in addition to the apostille fee. TCS does not publish its MOFA apostille charge on its website, so confirm it at the counter or on the helpline before you pay.

For comparison, Leopards, another authorised courier, publishes its rates. Office-to-office service costs Rs 1,000 within a city or Rs 1,500 between cities, each covering up to three documents. Each additional document costs Rs 200 or Rs 300. Doorstep return costs Rs 1,100 or Rs 1,700 for up to three documents. Insurance is 2.5% of the declared value. These are Leopards’ rates, not TCS’s. They only give you a sense of the range.

Worked example

A student in Faisalabad needs her Matric certificate, Intermediate certificate and degree apostilled for a German university. All three are educational documents, and both IBCC and HEC verification are already done.

  • MOFA fee: 3 × Rs 3,000 = Rs 9,000
  • Courier charge: whatever TCS quotes for three documents, city to city

At Leopards’ published city-to-city rate, the same file would cost Rs 9,000 + Rs 1,500 = Rs 10,500. Use that as a reference point when you ask TCS for its quote. Do not treat it as the TCS price.

How long it takes

MOFA does not publish a processing time for apostilles submitted by courier. The “within two hours” promise you may have seen applies to ordinary attestation at MOFA counters, not to the apostille route by courier. Your total time is the courier’s transit to MOFA, MOFA’s processing and verification, and the return trip.

Ask TCS for an expected return date when you book, and do not book travel or deadlines around it. If you are in a city with a MOFA liaison office, the round trip is shorter than from a city without one. Weekends and public holidays add days. Our page on TCS working days and holidays lists when TCS does not operate.

Tracking your documents

Enter the consignment number from your TCS receipt in the TCS tracking tool to see where the envelope is and when it was last scanned. If you cannot find the number, see where the TCS tracking number is printed.

Keep two things separate. The CN tracks the physical envelope moving through the TCS network. It does not show whether MOFA has approved, held or returned your apostille request. A status that sits still for a few days usually means the envelope is at MOFA being processed. That is normal, and tracking that is not updating explains why. For anything only TCS can resolve, such as a delayed return or a lost envelope, use the TCS helpline and complaints process and have your CN ready.

Check that your apostille is genuine

Every Pakistani apostille can be checked online. Go to MOFA’s apostille verification page and enter the apostille number and date printed on the certificate, or scan its QR code. If verification fails, MOFA asks you to email verifyapostille@mofa.gov.pk with the apostille number and date.

Do this as soon as the documents come back. A university or employer abroad will run the same check, and it is better to find a problem in Pakistan than after you have posted the file overseas.

According to the government’s service catalogue, the apostille stays valid indefinitely unless the underlying document expires.

Why documents come back without an apostille

  • Missing prior verification. A BISE certificate without IBCC, or a degree without HEC, is the most common case.
  • Excluded document type. An affidavit or Power of Attorney sent by courier will not be processed, because these need personal appearance.
  • Details that do not match. A name spelled differently on the CNIC and the certificate, or a father’s name written with an initial.
  • Wrong language format. The document is in a language other than Urdu or English, without a parallel English column.
  • Unacceptable issuing format. An unmarried certificate on plain paper, or a driving licence without the licensing authority’s NOC.
  • Wrong service for the country. An apostille for a country that is not a Convention member, when ordinary attestation and an embassy were needed.

What Is the Difference Between MOFA Attestation and an Apostille?

These terms are related, but they are not interchangeable in every context.

MOFA attestation is the authentication process carried out by the Ministry of Foreign Affairs. An apostille is a specific form of authentication intended for use under the applicable apostille framework.

Feature MOFA Attestation MOFA Apostille
Meaning An authorized MOFA official verifies a document using a signature or stamp. MOFA issues an Apostille certificate to authenticate a public document for international use.
Main purpose Commonly used in the legalization process for countries that require traditional document attestation. Used for countries covered by the Apostille Convention.
Authentication Usually involves a MOFA stamp or signature. Involves an official Apostille certificate attached to or associated with the document.
Further legalization May require additional legalization by the destination country’s embassy or consulate. Generally removes the need for further consular legalization in another Convention member country.
Which one do you need? Depends on the destination country’s requirements. Depends on whether the destination country accepts Apostilles and the document qualifies.

TCS, other couriers or a walk-in visit

All five authorised couriers deliver the same MOFA apostille. The government fee does not change with the courier. What differs is the courier’s own charge, branch coverage near you, and return options. If a TCS centre is closer and its quote is reasonable, that is usually enough reason to use it. Our TCS vs Leopards comparison covers how the two networks differ more generally.

Visiting MOFA yourself removes the courier charge and the transit time, but it requires an online application and travel to Islamabad or a liaison office. For legal documents such as a Power of Attorney, a visit is the only option.

Frequently asked questions

Is TCS authorized for MOFA apostille services in Pakistan?

Yes. MOFA lists TCS among the five courier companies authorised to collect documents for apostille. The others are Gerry’s International, Leopards, Excellent Courier Services and M&P Express Logistics.

How much does a MOFA apostille through TCS cost?

The MOFA fee is Rs 3,000 per personal, educational or experience document, plus TCS’s service charge. TCS does not publish that charge online, so confirm it on 021-111-123-456 or at the branch.

Can a university degree be apostilled through TCS?

A university degree may qualify, but it generally requires prior HEC attestation. The applicant should confirm the current document checklist and the available courier procedure before submitting the original degree.

Can an applicant submit documents through any TCS branch?

Applicants should not assume that every Express Centre handles apostille submissions. Contact TCS first to identify the authorized or currently designated submission channel.

Can I send a Power of Attorney or affidavit through TCS for apostille?

No. MOFA requires personal appearance for Power of Attorney, affidavits, divorce certificates and commercial documents.

Do I need IBCC or HEC attestation before the apostille?

Yes, for educational documents. BISE certificates need IBCC, and university degrees need HEC. MOFA’s apostille verifies those signatures, so they must already be on, or issued for, the document.

Does an apostille work for the UAE?

No. The UAE is not a party to the Apostille Convention, so documents for the UAE still go through ordinary MOFA attestation and then the UAE embassy. Check any other country on the HCCH status table.

Can I track my apostille application with the TCS tracking number?

Only the envelope. The TCS consignment number shows where your documents are in the courier network, not MOFA’s decision on the application.

How do I verify a Pakistani apostille?

Enter the apostille number and date on apostille.mofa.gov.pk/verify-attestation, or scan the QR code on the certificate.

Does a Pakistani apostille expire?

The government’s service catalogue says an apostille remains valid indefinitely unless the document it is attached to expires. Some receiving institutions set their own rules on how recent a document must be.

Can someone else submit my documents at TCS?

MOFA allows a blood relative to submit for an applicant, and someone who is not a blood relative needs an attested authority letter. Ask TCS what proof of relationship or authorisation it needs at its counter.
